Zelensky Asserts Absence of Explicit Security Pledge from European Partners

Ukrainian President Volodymyr Zelensky says European allies have not given him sound guarantees that they will defend Ukraine in the case of a new Russian aggression.

"I am asking this very question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on Wednesday.

These remarks follow a day after the UK and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is finalized.

However, comprehensive defense assurances have not been agreed. The US, which has been leading efforts to end the invasion, reportedly did not sign such a pledge at talks in Paris on the previous day.

Details of the Paris Talks

After the Paris talks, which involved some 30 countries that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron later said thousands of troops may be deployed.

Partner nations suggested that the US would assume a leading role in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.

The Russian government has thus far remained silent on the announcement made in the city of Paris.

President Putin initiated a full-scale invasion of Ukraine in February 2022, and Russian forces now occupies about 20% of Ukraine's land.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "an essential component of our dedication to support Ukraine for the long-term".

He continued: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

The Ukrainian leader praised that agreement as a "huge step forward".

A day later, however, he seemed more cautious.

"I perceive the determination, the political resolve, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if European countries would come to Ukraine's aid.

"However, until we don't have such security guarantees - formally ratified, supported by parliaments, supported by the United States Congress - this question cannot be answered. And even if they do, you must ultimately depend first and foremost on your own strength."

Persistent Challenges and Fighting

The Paris talks were also notable owing to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

Witkoff said the participating countries "largely finished" their work on finalizing security arrangements.

Recently, the President indicated a settlement was "ninety percent complete".

Questions of land and defense pledges have been at the forefront of outstanding matters for diplomats.

Putin has repeatedly warned that Ukraine's military must pull back from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia did the same.

Moscow now holds about three-quarters of the Donetsk region, and some nearly all of the adjacent Luhansk region. The two regions form the industrial Donbas region.

Attacks have been escalating against cities in Ukraine - particularly targeting energy infrastructure. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukraine has hit back at objectives inside Russia with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
